Enpro prepared a RMP for this 6.3-acre facility with a refrigeration system handling approximately 16,000 pounds of anhydrous ammonia as a refrigerant. The RMP was prepared to satisfy requirements of the USEPA's RMP Program, California 's Accidental Release Prevention Program (CalARP) and OSHA's Process Safety Management (PSM) standard. We performed a Process Hazards Analysis (PHA) with full participation from the plant operations personnel. We performed an Offsite Consequence Analysis (OCA) under Worst-Case and Alternate Release scenarios. We prepared a Prevention Program including Process Safety Information, Operating Procedures, Management of Change and other required Program elements. The plant's emergency response program was updated in close coordination with the Hayward Fire Department. As a result of preparing the RMP the plant thoroughly updated its process safety information, standard operating procedures and operator training program. Subsequently we updated the PHA to meet CalOSHA requirements. |
