Risk Management Plan (RMP), and Program Audit Support for an Industrial Gases Facility, Pittsburg , California
 

Enpro prepared a RMP for a new state-of-the art facility storing liquid hydrogen, ammonia, chlorine and numerous flammable gases. The RMP was prepared to satisfy requirements of the USEPA's RMP Program, California 's Accidental Release Prevention Program (CalARP) and OSHA's Process Safety Management (PSM) standard. We reviewed a Hazard and Operability (HAZOP) Study for hydrogen prepared by the facility. We performed HAZOPs for ammonia, chlorine and trichlorosilane with active participation from the plant operations personnel. We performed Offsite Consequence Analysis (OCA) under Worst-Case and Alternate Release scenarios for each regulated chemical. We prepared a Prevention Program including Process Safety Information, Operating Procedures, Management of Change and other required Program elements. The RMP and the plant's emergency response program were prepared in close coordination with and approved by Contra Costa County . We helped the client assemble documentation and resolve auditor questions/comments during a 3-week Cal-ARP program audit of their facility.
